Updates and Corrections to Final Report
- An earlier version of the press release and final report was imprecise in explaining the handling of a request for the e-mails of the Eau Claire city manager. In a letter dated Sept. 24, Eau Claire City Attorney Stephen C. Nick claimed that the request for all sent e-mails on Sept. 2 by the city manager "did not include a reasonable limitation as to subject matter." However, in the letter Nick stressed his determination was not a denial and suggested the requester narrow her response. Therefore, our initial report and release, in saying he characterized the request as "improper," overstated the case. The Eau Claire request remains coded as a "problem" response because the requester faced several hurdles to access after making her request, including being asked a number of questions about what she was seeking, why she was seeking it, and being told she might have to "pay for the redaction process, since it would require significant time," according to the requester.
- The Outagamie County Sheriff's Office is incorrectly labeled as a "no" response. In fact, a request was not made to the Outagamie County Sheriff's Office, and reporters at the Appleton Post-Crescent report that they routinely access a jail booking log. With this correction, the total results are:
- Of the 317 reported responses, 228 responses, or 71 percent, were reported as being fulfilled without any problem. In 30 cases, requests were either denied or ignored, while another 59 requests were fulfilled with some problem, including custodians who required the identity of the requester or reasons for the request before complying.
